the gentleman from michigan is recognized. mr. conyers: mr. speaker, i yield myself as much time as i may consume. the speaker pro tempore: the gentleman is recognized. mr. conyers: members of the house, i rise in support as well of h.r. 6621, because it's a measure that improves the america invents act, the most significant reform to patent law since 1952. and was signed by president obama last year. as many of my colleagues recall, i had concerns about the act as to whether it would benefit large multinationals at the expense of independent inventors, and thereby harm job creation in our nation. for this reason i oppose the version of the patent bill that was considered by the house last year. but given the fact that this bill is now law, our focus should be on how it can be improved. that's why i supported -- support it presently because it accomplishes that very goal in several respects. to begin with, this measure -- this law clarifies the advice of counsel section applies to similar actions commenced on or after the date of this legislat

the speaker pro tempore: the gentleman from michigan yields back. for what purpose does the gentleman from south carolina seek recognition? without objection, the gentleman from south carolina is recognized for one minute. mr. wilson: mr. speaker, yesterday speaker boehner sent a letter to the president in response to his unreasonable proposal to how congress can avert the fiscal cliff. shortly after the election, the house republican leadership presented the president with a balanced framework of coupling spending come cutlers and reforms. it also states, quote, regrettably the proposal outlined on behalf of your administration contains very little in the way of common ground. the proposal calls for a $1.6 trillion in new tax revenue, twice the amount you supported during the campaign. end of quote. house republicans understand the necessity of finding a reasonable solution. we have made it very clear, we're willing to work with the senate leadership to find middle ground legislation. it is my hope the president will begin these -- taking these neg

i am pleased to yield one minute to the gentleman from michigan, mr. peters. the speaker pro tempore: the gentleman from michigan is recognized for one minute. mr. peters: mr. speaker, i rise in opposition to this rule and the underlying bills. in the dead of the night, five days before christmas, house republicans released legislation that they are rushing to the floor to gut funding for health care, food assistance and other vital social services. christmas is a season of giving, but sadly republicans are taking. taking food off the table from millions of americans that are struggling in these tough economic times by cutting food assistance by $36 billion. taking the unemployment lifeline away for more than two million americans who are trying to get back on their feet. and taking funding away from block grants that provide services for abused children. and why would they insist taking so much away from families during this holiday season? so they can give an average $50,000 tax break to millionaires. i urge my colleagues to stand up for millions of children
